Interesting view. I do not think Democrats believe people are good. I think they believe people are nobody. That they are idiots, and need someone to take care of them. (That's just my view, of course.)

But, otoh, one can deduce something from this. In the view you are talking about, a person is responsible for his actions ("is "bad"").
