Sep. 23rd, 2014 08:18 amRussia's Foreign Ministry on Tuesday criticized the air strikes in Syria without the express approval of Damascus or a mandate from the U.N. Security Council.
"Such actions must be carried out exclusively within the boundaries of international law," the ministry said in a statement. "That means not formal unilateral 'notification' of strikes but the clearly expressed approval of the government of Syria or the passage of a decision by the United Nations Security Council."
The Russian ministry's statement didn't indicate what steps Moscow might take in response, saying only that the initiators of the strikes bear full responsibility for their consequences under international law.
Late Monday, Russian President Vladimir Putin spoke by phone with U.N. Secretary General Ban Ki-moon, reiterating Moscow's position that any strikes on Syrian territory must be conducted with permission from Damascus. The Kremlin has long supported the government of Syrian President Bashar al-Assad.
